台湾大学计算机工程硕士、成功大学电机工程学士。现任福通互联首席战略顾问，中国软件与信息服务外包产业联盟特聘专家，中国国际投资促进会（CCIIP）信息服务贸易产业特聘专家，国家（上海）服务外包交易促进中心战略合作委员会副主任，工信部中国电子信息产业发展研究院中国云计算专家委员会专家委员。曾任边缘计算产业联盟（ECC）副理事长；东软集团公司首席技术官，东软美国分公司总裁、董事；科联软件公司首席执行官；软通动力集团执行副总裁、战略市场与合作总裁、首席技术官。

有超过40年的IT行业经验，在亚太和北美IBM公司工作28年，在系统工程、软件开发、IT服务外包业务管理、海外市场拓展方面，拥有丰富知识和经验。

曾获2014年中国服务外包市场品牌十年贡献奖，2016年中国服务外包行业年度十大人物奖，2018年获中国服务外包行业终生成就奖。

Mr. Walter Fang currently is Chief Strategy Advisor of Fatoan Technologies Ltd.. Previously he was Vice Chairman of Edge Computing Consortium (ECC), Executive VP and President of Corporate Marketing & Strategic Alliance, and CTO of iSoftStone Group.

Mr. Fang has over 40 years of experiences in IT industry. He has worked for IBM in Canada, the U.S., Asia Pacific, and China for 28 years, and has held many senior management, technical, and consulting positions. He has extensive experiences in system engineering, software development methodology; IT services outsourcing management, marketing and international business development.

Mr. Fang has lived and worked in China for close to 20 years now since he came back from abroad. Prior to joining iSoftStone, he was CTO of Neusoft Group, and President & Board Director of Neusoft America Inc. He was CEO of Computer And Technologies Software Ltd., previously. He is knowledgeable in the Chinese business environment, is a frequent speaker in international and Chinese industry conferences, and a sought after target for media interview.
