威廉是Spearhead中国集团公司的创始人和首席执行官，目前也是中国西北英国商会的代理主席。

威廉在英国沃敏斯特学校接受教育，这所学校现在是众多中国留学生的选择。然后在伦敦获得了神经语言程序学艺术硕士学位。1974年，他加入沃敏斯特汽车公司，并晋升为董事总经理。然后在1998年，他将自己的Spiers物流公司转让给运输发展集团。同时他也支持患有诵读困难儿童的父母，并在1985年至1998年担任威尔特郡诵读困难协会主席，1993年至1998年担任英国诵读困难协会的全国副主席。威廉还担任了几年的镇议员，以及梅尔克舍姆和科舍姆商会的主席。威廉也是英格兰西南部威塞克斯商会的联合创始人之一。

William Spiers is the founder and CEO of the Spearhead China Group of Companies and is also currently the acting foundational Chairman of the British Chamber of Commerce North West China.

William was educated in the UK at Warminster School, now the home to many Chinese students and then in London he acquired a Masters in the Art of Neurolinguistic Programing.

In 1974 he joined The Warminster Motor Company and rose to be Managing Director, then in 1998 he sold Spiers Logistics to Transport Development Group plc.

During this time he also championed parents of children with Dyslexia and from 1985 to 1998 Chairman of the Wiltshire Dyslexie Association and 1993 to 1998 was National Vice Chairman of the British Dyslexia Association. William was also a town Councilor for several years, and Chairman of Melksham and Corsham Chamber of Commerce. William was also a co-founder of the Wessex Chambers of Commerce in Southwest England.

William formed his Spearhead Consultancy Group in 1998 where he focused mainly on UK companies until 2006. During those eight years William co-founded a High Tech Immunology Company, Lifeforce plc, in 2001 when he registered five patents to his name. In 2001 William also was elected as an Independent County Councilor for Wiltshire County, became also the Chairman of the Trowbridge Chamber of Commerce. He was also advisor to the Government Business Link project.

William entered the Chinese market in 2006 when representing Milklink UK and brought their cheese to China with Yili Inner Mongolia Dairy Company. William has been a member of the British Chamber of Commerce in China since 2006, having been on the Executive committee for many of those years and Treasurer until last year. Recently Spearhead have organized UK Pig Genetics to China, UK sports ammunition for the Chinese Provincial and National shooting teams, amongst others. Visits to both countries by UK and Chinese Clients. William’s latest position in China is Global Visiting Professor for UWEE, partner of China International Talent Foundation. William’s interest now largely focuses on clean energy and UK - China business relationships.
